Job Description

A professional, technical and supervisory position working primarily in the administration of the Authority’s contracts (professional services and construction unit) from project conception through close-out from a procurement perspective but also providing oversight of the goods/trade services unit.

Will directly supervise the Contracts Specialist and the Purchasing Supervisor. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

This position will devote a substantial amount of effort in the administration the Authority’s M/W/SBE program.

 

Requirements

Bachelor’s degree from an accredited college or university required with major course work in Business Administration, Public Administration or related procurement and contract experience. Minimum four (4) years of increasingly responsible experience in purchasing and contract administration utilizing competitive bidding systems, with a minimum of two (2) years in a supervisory capacity of a medium to large procurement/contract organization. Public Sector experience preferred. Construction management background is desired. Professional designation as a Certified Public Purchasing Officer (CPPO), Certified public Purchasing Buyer (CPPB), Certified Purchasing Manager (CPM) or Accredited Purchasing Practitioner (APP) preferred. M/W/SBE program experience is highly desired.
