Overview

The SWA Governing Board adopted the Economic Inclusion Policy and Procedures on June 20, 2018. The Equal Business Opportunity (EBO) Program is responsible for administering the Economic Inclusion Policy. This Policy is designed to promote equitable bid opportunities for Small/Minority/Women Business Enterprises (S/M/WBEs) and to eliminate barriers to their participation in Authority contracts. The key objectives of the program are to:
  • Encourage S/M/WBEs to participate in the Authority’s purchasing process; 
  • Promote the business development of S/M/WBEs through education and outreach to Prime Contractors, Subcontractors, Suppliers, certified S/M/WBEs and Authority staff; 
  • Encourage firms to get Certified as a S/MWBE and take advantage of Affirmative Procurement Initiatives (narrowly tailored S/M/WBE goals) in Solicitations that may increase their access to contract opportunities (Note: The Authority does not administer a “Certification Program” but accepts firms certified by State of Florida entities that have adopted certification standards and procedures similar to those of EBO); and 
  • Ensure that Prime Contractors fulfill their S/M/WBE subcontract commitments by contract monitoring and tracking.

Coming Soon! New Contract Compliance Software

The Authority is taking steps to ensure that small, minority and women-owned businesses have an equitable opportunity to do business with the Authority. The Authority will soon implement a new web-based Economic Inclusion Contract Compliance (EICC) Software. EICC will be utilized to:
  • Notify Registered Vendors of bid opportunities; 
  • Educate and inform Vendors of upcoming Outreach and Networking Events; 
  • Monitor and Track Contract Compliance with S/M/WBE Program measures; and 
  • Report Program Performance 
The use of this web-based system will be mandatory for firms contracting with the Authority for the submission and verification of payment information. Hands-on training sessions will offered to assist firms in successfully utilizing software.
